Volunteer Registration Update

  
To date
I have received 159 Volunteer Registrations - We are anticipating around 800 Volunteers this year.


Please get these in to me as quickly as you can, the Background Clearance process will slow down significantly when soccer and other football leagues start turning in paperwork.

REMEMBER - YOUR VOLUNTEERS CAN NOT TAKE THE PRACTICE OR GAME FIELD WITH OUT SUBMITTING REGISTRATION, COMPLETING THE BACKGROUND/CERTIFICATION PROCESS OR PROVIDING A COPY OF A VALID ID BADGE.
 

Notes: If you have a badge that expires in 2010, you should submit paperwork to go through the process and renew to 2012.
If your badge expires during the 2010 season you will not be able to take the field after that expiration date.
TBYFL has the capability this year to monitor and identify expired badges.
 
Who should turn in what:

If you are new - TBYFL form, Background Application, SSN Disclosure, clear copy of Driver License, $24

If you are renewing - TBYFL form, Background Application, SSN Disclosure, clear copy of Driver License, copy of county badge, $24

If you are current with a badge dated 2011 or later - TBYFL form, copy of county badge

If you are Jr. Coach - TBYFL form, copy of school or some other ID that has your date of birth and picture

If you are Law enforcement - TBYFL form, background form (leave SSN blank) indicate on form "law enforcement", copy of law enforcement badge, and if you have a county volunteer badge - a copy of that also.

TO:                   League Athletic Directors, Cheer Coordinators & Registrars

 

FROM:            Aileen Henderson - Youth Sports Coordinator Athletics   

                        Amended by Linda Harrison - TBYFL Registrar for TBYFL

 

RE:                   Background checks/Coach training certifications

 

Effective immediately, a new procedure is being implemented regarding the process for obtaining background checks and coach training certification. 

 

Procedure as follows:

 

A designated league official (TBYFL Registrar) will collect all volunteer applications for submission to County Youth Sports Coordinator.

 

A.         IF YOU ARE A VOLUNTEER THAT HAS A VALID HILLSBOROUGH COUNTY YOUTH SPORTS ID BADGE:

            - Complete TBYFL Volunteer Application

            - Attach copy of County ID badge

            - Submit to your Organization registrar, who will forward to TBYFL Registrar

 

B.         IF YOU ARE A VOLUNTEER AND DON'T HAVE A HILLSBOROUGH COUNTY YOUTH SPORTS ID BADGE - OR YOURS BADGE IS EXPIRED(ING)

            - Complete TBYFL Volunteer Application

            - Complete Hillsborough County Background Application

            - Complete Social Security Disclosure Statement MUST be signed by the 
              volunteer

            - Attach clear and legible copy of the volunteer’s driver’s license

            - Check/money order or cash for $24 - paid to Organization

            - Submit all the above to your Organization registrar

 

Volunteers in B. above WILL NOT be processed by the County if the application, a CLEAR copy of the volunteer’s driver’s license and the Social Security Disclosure Statement are not included with TBYFL Registration form. 

 

EACH  ORGANIZATION REGISTRAR WILL DO THE FOLLOWING:

GROUP A

Complete a TBYFL Control Sheet with Applicant name and submit batch to TBYFL Registrar

 

GROUP B

Complete a TBYFL Control Sheet with Applicant name and amount paid by volunteer.

 

Submit Control sheet, application/documents and an Organization check to TBYFL Registrar

            - A check/money order from Organization must accompany the packet

            - The cost is $24 per background application

            - Make check/money order payable to B.O.C.C. (Board of County Commissioners)

 

TBYFL REGISTRAR WILL DO THE FOLLOWING:

Review applications for completeness, log into control/registration system, prepare packets according to County guidelines and deliver the completed packets to the County Athletic office.

            Packets will be accepted in the County Athletic office on Tuesday, Wednesday and Thursday from
           10 AM to 12 PM and 1 PM to 3 PM. 

 

Please keep these times in mind when submitting paperwork to TBYFL registrar.  Allow enough time for TBYFL to review and login for delivery of packet to County Athletic office.

 

 COUNTY ATHLETIC OFFICE WILLDO THE FOLLOWING:

A County Athletic team member will date stamp the packet/checklist and provide a copy to the league representative delivering the applications.

 

Once the packets have been received by the County Athletic Department Team Member, the background applications will be turned in for processing.

  

 BACKGROUND CLEARANCE PROCESS - 

APPROVED
When an applicant is approved you will 
receive a postcard from Hillsborough County that includes the approval date

            - Volunteer can then make arrangements to take the Hillsborough County
               coach training class

            - Contact Kathy Eber, to schedule training class

                        - Follow next steps for training and ID Badges                 

 

DENIED
If an applicant is denied, they will 
receive a packet in the mail that includes information on the appeal process

            - TBYFL president will  receive notification of any denied volunteer 
           - Volunteer must follow the instructions in the denial packet to appeal the
              decision

            - Volunteer will need to contact Scott Levinson, TBYFL president to schedule
              an appeals meeting

            - Decision made by the appeals committee will be submitted to the
              County Athletic Department

            - Volunteer will be notified in writing if the appeal was approved or denied

                        - If approved follow next steps for training and ID Badges

 

 HILLSBOROUGH COUNTY COACH TRAINING CLASS

Hillsborough County offers a coach training class that is free of charge. 

            - Class schedules are on TBYFL.com and Hillsborough County website

            - This class is good for 2 years and is not sport specific.

            - Hillsborough County will also accept other approved coach training
              certifications.
            - Bring your background approval notice to the training class for admittance

 

 ID BADGES

TBYFL will be responsible for creating ID badges this season

            - Badges will include volunteer’s picture, name, league, background expiration
             date and Hillsborough County Athletics decal.

                        - Volunteer will need to bring post card/denial approval (if applicable)
                           and certification  card to TBYFL to have ID badge made.

 

TBYFL will notify Athletic Directors and post on TBYFL.com the badge schedule as we get closer to the season.
